THE CENTRAL ARGUMENT
Hayes favors yen intervention funded through Treasury repos over aggressive rate hikes.
His reasoning path
Reasoning and assumptions organized from the source; not quotationsFollow the premises, intermediate causal links and resulting judgment. ARGUS supplies the step headings and separately labels its analysis of necessary conditions.
Why not simply raise Japanese rates?
Hayes expects aggressive hikes to raise debt costs and force yen-funded trades to unwind.
Selling foreign assets also has costs
Repatriation could pressure foreign asset markets, motivating an alternative to outright Treasury sales.
Follow the collateral and currency transactions
His preferred sequence is Treasury collateral, a dollar loan, yen purchases and domestic reinvestment.
Policy availability determines the conclusion
He bets expanded access supports dollar liquidity and crypto, conditional on authorization, usage and loan persistence.
Understanding the intermediate mechanism
ARGUS explanation · illustrations and concepts, not quotations or observed data直接出售美债是“少了一项资产、换来现金”;抵押借美元是“资产仍在、增加一笔负债”。
Selling a Treasury replaces an asset with cash; borrowing against it retains the asset and adds a liability. Both fund intervention, but borrowing requires access and repayment or rollover. Yen buying and dollar balance-sheet expansion are distinct effects. Repayment or carry-trade unwinding can offset the initial liquidity increase.
What must hold for this reasoning to work?
ARGUS conditional analysis · not the author’s wordsARGUS
ARGUS interpretation: collateral loans mature and balance-sheet expansion can reverse. Actual balances matter more than announced limits; yen-driven deleveraging may offset the proposed benefit.
