Regime: hidden refined-product pressure with renewed crude risk premium. Brent settled at $116.72/bbl and WTI at $103.27/bbl on October 23. Same November RBOB futures eased 0.7% w/w to $3.2116/gal while November ULSD increased 1.7% to $4.9842/gal. Same-week EIA Gulf Coast spot-input 3-2-1 crack compressed from $66.44 to $62.81/bbl on October 16, but diesel-only crack increased from $98.00 to $103.18/bbl. US distillate stocks built 1.7 million barrels to 104.3 million barrels, still about 9% below the seasonal five-year norm. Retail diesel rose and a West-Coast-indexed carrier increased fuel surcharges. This inventory build is genuine counterevidence to immediate tightness; a clean easing regime requires sustained inventory replenishment and falling diesel cracks and downstream costs.

Key alternative: crude supply fears could fade without refining tightness fully resolving. The other alternative is that distillate stocks continue rebuilding, reducing diesel scarcity. These are conditions to monitor, not trade instructions. Sources are listed with the full Chinese report.
